Due to the rapid expansion of Rhead Group’s Defence Business Unit across the UK, particularly in the South West, Midlands and North West, we are currently recruiting for innovative Programme / Portfolio Managers to join our expanding P3M Team.

In support of our ambitious growth plans, we are looking to bolster our service offering and delivery to our clients, by seeking additional highly skilled professionals to join us in the next phase of our journey.

Working with clients’ management teams, you will review, analyse, develop and improve the effectiveness of existing processes in relation to delivery, transformational change and control management. This position also carries responsibility for the development and implementation of organisational strategies, policies and practices to improve client Programme and Portfolio delivery performance.

The role of Programme / Portfolio Manager is a senior technical specialist role requiring experience of programme / portfolio management through the use of best practice and knowledge of programme management tools and methodology. In this role you will lead, guide and influence stakeholders and teams through use of effective communication, and utilisation of programme management principles appropriate to the achieving the agreed vision and strategy.

These opportunities are high profile and both inward and outward facing; undertaking effective leadership and stakeholder engagement whilst leading in the up-skilling of the Programme Team through proactive knowledge transfer.

Key responsibilities will include:
  • To lead and influence the development and delivery of P3M Consultancy within the business
  • To ensure the successful delivery of assigned programme/ portfolio (s) from concept to handover
  • Application and review of appropriate programme / portfolio management and control processes, and ensuring that these are consistently applied to a high standard in delivering value to our customers
  • Implementation of best practise methodologies
  • Have authority on all aspects of Control, Planning and Programme Management, building cases for change where required
  • Implementation of requirements for project planning, cost recording, reporting, and analysis
  • Lead on governance and direction to ensure contractual obligations are met
  • Identify, evaluate and drive key innovative and creative opportunities
  • Lead delivery of departmental innovation projects and support delivery of departmental programmes
  • Identify and deliver opportunities to maximise profit, provide cost reductions and drive Value For Money (VFM) to all clients
  • Market the organisation’s capabilities and win work with clients to support growth
  • Maintain and develop highest standards of client relations including major client account management, acting as lead account manager
  • Maintain and report upon a Consultancy sales pipeline focused on delivery of P3M based consultancy offerings

  • Full Member of APM possibly working towards Fellow of APM
  • Member (MIC) of IoC, possibly working towards Fellow (FIC) of IoC
  • 8 years+ experience from Level 2 equivalent
  • APM Practitioner / CPM Certificated
  • PMP Professional /Program Mgt Professional (PgMP)
  • Certified Management Consultant (CMC)
  • PRINCE2 Advanced
  • Managing Successful Programmes (MSP) Advanced
  • Management of Projects (MoP) Advanced

Knowledge / Skills / Behaviours:
  • Experience in defining, managing and delivering highly complex programmes / portfolios
  • Recent experience of working within the Defence industry and understand the classification and protection of classified information
  • Programme / Portfolio office organisation
  • Lead programme assurance reviews on projects of increasing size and complexity and in the delivery of major business and change management solutions
  • Expertise in developing business change strategies
  • Fully conversant with continuous improvement and benchmarking methodologies
  • Able to employ and lead on analytical techniques, trend analysis and apply complex systems concepts
  • Expertise in multiple planning management and control disciplines
  • Fully conversant with risk and opportunity management including associated methodologies
  • Implementation of benefits management, quality management, and blueprint design and delivery principles
  • Ability to work on own initiative
  • Demonstrable effective communication, negotiation and influencing skills
  • Ability to bid manage complex proposals and provide technical assurance of bid costings and scope, leading bid teams and opportunity pursuit teams
  • Ability to identify key areas for the department to develop capability
  • Experience in a sales target, account focussed, new business environment
  • Ability to lead development of new capabilities and be accountable for sales resulting from their development
  • Experience in Research & Development of enhanced service delivery products
  • Ideally experience in design, lead & delivery of P3M related workshops / training courses & facilitation of such
  • Ability to lead multi-disciplinary programme teams; managing performance and delivery
